Dan Bricklin, inventor and co-author of VisiCalc (Geez, can I link to that? What an anachronism!) has released ListGarden, an opensource RSS generator. Using it, a user who doesn't know RSS or HTML can create RSS feeds and items using a simple form-based interface.
ListGarden is implemented in Perl, and runs on all our favorite platforms, as well as Windows. You can run it stand-alone with a local webserver, or you can configure it to transfer the XML to another webserver via FTP (how about Atom?).
This looks very cool, I can't wait to try it.
